Clamp Lever Assembly.  Main shank has been counter-bored and loaded with spring and ball so that lever stays in selected position.  Fits Delta 46-430 Off-set Tool Reset Base and 12" Standard Duty Wood Lathes (Variable speed and 4-speed) following models:   46-221, 46-222, 46-223, 46-224, 46-541, 46-542, 46-543, 46-544.
